Yes, you can apply for Germany's research allowance without a consultant. Both stages are open to every company: the BSFZ application and the tax office application (Anlage FZ). A first application realistically takes 40–80 working hours. The allowance is 25 % of eligible expenses, 35 % for SMEs on request, on up to €12 million assessment basis – a maximum of €4.2 million per year. Can You Apply for the Research Allowance Yourself?
Yes – entirely. The Research Allowance Act (FZulG) has no consultancy requirement: every eligible company can complete both stages of the procedure in-house. The BSFZ reviews DIY applications against exactly the same criteria as professionally prepared ones.

The procedure has two stages – you can handle both yourself:
Stage 1: BSFZ Application
Technical project description in the BSFZ portal: demonstrate novelty, Technical Risk, and systematic approach. The BSFZ reviews substantive eligibility.
Stage 2: Tax Office Application
After certification: file Anlage FZ via ELSTER. The tax office assesses the allowance and offsets it against your tax liability – any surplus is paid out.
The funding level does not depend on who files: 25% of eligible expenses, 35% for SMEs on request (a 10-percentage-point increase, Section 4 FZulG). Assessment basis since 01.01.2026: €12 million per year (27.03.2024–31.12.2025: €10 million); maximum allowance: €4.2 million per year.

Typical stumbling block: Contract research (70% of the fee) allocated incorrectly
Recommendation: At least one external quality check before submission

Constellation 3: Complex Structure, High Amounts, No Time Budget
Affiliated companies, retroactive applications over several years, or simply: nobody has 40–80 hours to spare. Here the DIY application costs more than it saves:

Where Do DIY Applications Fail Most Often?
In 2024, around 29% of BSFZ projects were rejected. From more than 25 supported engagements, we know the five mistakes that repeat most often:
1Technical Risk not substantiated. The application describes what was developed – but not why the solution path was uncertain. That is exactly what the BSFZ reviews, alongside novelty and systematic approach. By far the most common rejection reason.
2R&D delineation too broad. The entire development project is submitted instead of the R&D core. Routine work in the application leads to cuts – or drags the whole project into rejection.
3Assessment basis left unused. The 20% overhead allowance (for eligible expenses from 01.01.2026) is not claimed, contract research (70% of the fee) is overlooked, or the own-contribution rate for sole proprietors (€100 per working hour, max. 40 hrs/week) is forgotten.
4Time tracking starts too late. R&D hours are not documented project-based and continuously. Reconstructed timesheets rarely survive a tax audit.
5BSFZ certification and Anlage FZ do not match. Projects, periods, or costs differ between stage 1 and stage 2 – provoking tax office queries and delaying payout by months.
